Consultancy Request for Proposals: Oceana Consultant in Cyprus

Oceana is exploring opportunities in Cyprus to highlight the importance of ocean conservation and the sustainable management of fisheries – both locally and across the EU.  We are seeking a consultant to assist us with research, advise on strategy, and help to develop and implement activities.  

Oceana is the largest international advocacy organisation dedicated solely to ocean conservation. Oceana is rebuilding abundant and biodiverse oceans by winning science-based policies in countries that control one-quarter of the world’s wild fish catch. With more than 300 victories that stop overfishing, habitat destruction, oil and plastic pollution, and the killing of threatened species like turtles, whales, and sharks, Oceana’s campaigns are delivering results. A restored ocean means that one billion people can enjoy a healthy seafood meal every day, forever. Together, we can save the oceans and help feed the world.  

Individual consultants or consulting firms who apply should demonstrate proven experience working in Cyprus, including an excellent knowledge of the local political, academic, NGO, and media landscapes. A well-established network of contacts across relevant Cypriot institutions and stakeholders is essential. Additionally, the consultant/consulting firm must have a solid understanding of EU-level decision-making and policy processes related to fisheries and oceans. Preference will be given to consultants/consulting firms with an active presence or operational base in Cyprus. 

Contract Details 

This project will be carried out from mid-2025 until December 2026, with the possibility of renewal until December 2027. It will cover the activities outlined in the Scope of Work, below. The detailed programme of work and timeline of deliverables for each year of the project will be jointly agreed by Oceana and the consultant/consulting firm. Oceana expects to work closely with the consultant/consulting firm for the duration of the project, with scheduled regular meetings and calls.

Scope of Work 

Main tasks include the following: 

  • Carry out a background study of the political, social and media landscape in Cyprus: 
    • Review and validate existing information compiled by Oceana in 2024 and update as needed. 
    • Incorporate additional and updated information which would be helpful in guiding Oceana’s work in Cyprus.   
    • Prepare a report (maximum 30 pages, with an Executive Summary of maximum two pages) that summarises the key elements of relevance regarding the: 1) current political and media landscape; 2) small-scale fisheries sector; 3) environmental NGO sector; and 4) risks, challenges, and opportunities of working in Cyprus.   
  • Advise on strategy, potential activities, and provide insights into relevant political developments. 
  • Draw on networks in Cyprus to engage key stakeholders in government, media, NGOs, academia, and the fisheries sector who are willing to advise on key ocean priorities to be addressed and where EU decision-making is critical for ensuring positive outcomes for the ocean and those who depend on it. 
  • Plan, coordinate, and oversee events in Cyprus, including an event during the Cypriot Presidency of the Council of the EU that brings together national and international experts to discuss ocean conservation opportunities and challenges.  
  • Identify and liaise with the most relevant media outlets for amplifying key messages on ocean conservation and targeting key stakeholders both within and outside Cyprus. 
  • Identify opportunities for Oceana to promote ocean conservation in Cyprus (e.g. international events being held in Cyprus in 2025-2027 that could provide a platform for discussion, debate, and outreach), including during the Cypriot Presidency of the Council of the EU.  
  • Explore opportunities for implementing relevant campaign activities in Cyprus, including in collaboration with local partners. 
  • Facilitate and coordinate in-person meetings between key stakeholders (e.g. decision makers, NGO representatives, small-scale fishers) and Oceana staff. This includes planning and support with travel and logistics.   
  • Liaise with local stakeholders in the seafood supply chain. 
  • Hold regular meetings with Oceana staff and provide verbal and written updates to Oceana’s leadership and donors. 
  • Assist with other activities related to Oceana campaigns, as needed. 

Deliverables include: 

  1. Background analysis.  
  • Submit a detailed report (maximum 30 pages, with an Executive Summary of maximum two pages) providing in-depth analysis of the political, social, and media landscape in Cyprus. The report should be delivered electronically to Oceana no later than three months after the contract starting date. 
  1. Engagement strategy. 
  • Develop and submit a strategy document outlining opportunities for engagement in Cyprus. The document should be delivered electronically to Oceana no later than four months after the beginning of the contract. 
  1. Stakeholder and decision-maker meetings. 
  • Organise a minimum of ten meetings between Oceana staff and stakeholders and decision-makers in Cyprus. 
  1. In-person event. 
  • Plan, organise, and coordinate at least one in-person event with international and national experts, stakeholders, and decision-makers in Cyprus, by May 2026. This includes overseeing all associated logistics. 
  1. Media engagement and contact development. 
  • Develop a comprehensive database of media contacts in Cyprus and ensure the publication of at least five articles placed in local media. 
  1. Other deliverables as agreed with Oceana when developing the programme of work.

Proposal Process: 

  • 27 June 2025 (on or before) – Proposals due from potential consultants/consulting firms 
  • 10 July 2025 – Consultant/consulting firm selected by Oceana 
  • 28 July 2025 – Contract awarded, and project begins 

Contract amount 

Negotiable – please include your estimated fee for the total project in your proposal.
